If the man in black from the event has an ideology which want their males totally covered, they will come with a burka but the burka will be of the colour of the ideology and not black.

Both DLCs, no mods used. Just some cold snaps triggered.

Hmm, interesting. I'm not sure on this one so will add it to my doc for review by the devs to see if they want it to be fixed.
