When you said you could change how a character looks in-game, what exactly do you mean?

You can select the body type and gender.

How do you go about making the art assets?  I use Paint.NET when I do work but it always looks really low quality.

What file type are you saving as? My experience is that .JPG files reduce the quality by quite a bit.

Then again, I've never edited Rimworld files... yet.
