Modifying the grass or tall grass from default in any way causes all animals to stop consuming the grass.
My maps were becoming barren too often (every game) so I tried several minor tweaks. I did not modify the core files, instead making a proper mod/override. I made it sow-able. I then tried buffing it's seed spread. In both cases the animals (both tame and wild) stopped eating it and started to starve.
Removing the mod restored the proper behavior, allowing a workaround (mod, sow, unmod, profit).
Reporting it here since, even if it's mod related, it seems to be an issue with the engine and might not be known.
