So the scenario is you put a pawn under anesthesia to perform an operation, the operation passes and then they remain at very low consciousness (10%) thus they are permanently incapacitated / unconscious / unable to walk .
Originally this occurred while using EPOE - the Extended prosthetic mod. I went on the thread for the mod and saw others experienced the issue (Some solved it by placing the pawn in a cryocasket, disabling the mod, enabling it, restarting the game).
At first I thought it was an EPOE issue. Since I didn't have the ability to make a cryocasket I tried disabling the mod, reenabling it and restarting the game - the pawn regained all normal stats, but was UNABLE TO WALK.
I decided let's delete EPOE and get something else. I installed a mod that lets you craft bionics - NO new bionics added however. (Brunayla's security co)
I performed an operation to add a new lung (a vanilla part) - same thing. Still 10% consciousness. This to me seems to be a base game bug, but I'm not certain.

Industrialisation (with both patches)
Hospitality
Vegatable garden
ED - Subspace transponder
Brunayla's security co (including the bionic crafting part)
