build a crematorium and burn the "bad" stuff. problem solved.
(of course, you won't be able to sell the stuff this way)
or use the armor/cloth deconstruction mod. there is one, I just can't remember it's name at the moment.
Yes, I did try getting rid of the really crappy stuff in my crematorium for this reason, but I prefer to keep it around not only for selling, but as backup "better than nothing" option for my colonists.
Basically, I want to tell my tailor(s) "yeah I know we have enough 'adequate' clothes, but keep producing until we have enough 'good' clothes to go around." My personal preference is to micromanage as little as possible, I'm finding I enjoy this game the most when I can tell my colonists at a high level what I want them to achieve/prioritize, and otherwise let them do their own thing.
I appreciate the suggestions, but I'll probably stick with vanilla un-modded at LEAST until the game comes out of alpha.
(edit: ooh, if there's a new recycle option in vanilla it sounds like that could come close to accomplishing what I want)
(edit2: oops, misread that earlier post, I see Recycle is a mod. In any case, I initially expected behaviour to be as OP did, i.e. bill not complete until conditions on bill screen are met)
