I have had this issue as well.  I assumed it was some prioritization I had wrong.  But my colonists would make blocks all day and never smelt steel.  I had to manually prioritze for them.  I had the bill set to infinity and make until 10. 

I have 3000 silver placed within the trade beacon zone.  When I go to trade, zero is showing up.  If I move it all outside of the trade zone and then back in, only 1500 shows up.

I have saved world and save file.  but the save file is too large to attach.
