I've run my Steam version Rimworld while my internet was down. You need to launch the game from the .exe in the game folder, not a shortcut.
Edit: With my internet restored Rimworld will no longer run without Steam running. So... Rimworld looks for Steam stuff online, but with no internet...?

@EdB, I love you man! Was going blind trying to get the characters I wanted. Thank you! Oh, there's a filthy rumor going around about you not supporting this awesome mod after A14. That's not a thing, just a filthy rumor right?
