Update: As soon as I went back to 14.1234, same save game, all mods running, traders and whatnot started appearing again. So.. somethings jacked up, but it's not any of the likely culprits listed above. Guess I'll just play 1234 until mods get a bit more mature.

Thanks for the tip! I did what you suggested. Fun fact, the only StorytellerDefs are in core, and the only IncidentDefs not in core are are in Hospitality, which I'm running the latest version of. Going to disable it and start a new game and see what happens. I disabled it and ran my existing save, but no change. So I'm not expecting big things from a new game.. but who knows.
I also ran this conflict detector and it only came up with 2, both of which are unlikely to be the problem. Buildings_Temperature.xml in ED-ReverseCycleCooler and Expanded power, and AnimalTab.xml in PetFollow vs Fluffier's Enhanced Tabs.
EDIT: My CCL version only supported up to 1241. Just added the 1249 version, going to wager that'll fix it... we shall see.

However when I upgraded from 1234 to 1249, my narrator(s) stopped throwing raids and traders at me (same and new save). The mods I had all seem to work though.. so I'm wondering if one of them is inadvertently bugging the narrator.
I don't know enough though to guess which one might be doing it... Can you help? Mod list attached
