Have inexperienced colonists gain extra exp when doing a job next to experienced colonists.
Example : Colonist A with 5 construction is building nearby another colonist B with 18 construction who is also building.
Colonist A gets extra exp in construction during that time.
A will not get extra exp if they had 9 construction.
