Not sure if bug but....

Alcohol withdrawal gives an absolute penalty of -50%. Combined with having 1 arm, this makes their manipulation value be "none" (they actually walk up and eat food off the ground because they can't pick anything up...)

I would think alcohol withdrawal should be a relative penalty of -50%, meaning 100% - one arm penalty of 50% = 50% and then relative alcohol withdrawal of 50% would leave them at 25%.

Belay!

I just noticed that food in caravans rots. That would explain it.

Not sure what all is relevant here so I'll just tell the tale:

2-person caravan (no pack animals) set out on a 12 day round-trip with 12 days of food. About 4 days in it got attacked by an alphabeaver manhunter.

Killed it, no problem, and figured I'd top off the food, so I harvested some berries and herbal meds and put a stockpile around them.

Went to reform the caravan and put in the berries and meds but noticed I didn't seem to have any other food.

Went ahead and launched the caravan and not too long after it started moving, it reported no food (apparently everything had indeed vanished except the newly picked berries, which I didn't get many of).

Haven't managed to repeat it yet, since I haven't been ambushed again yet. But something in the above sequence seemed to make the food I'd left town with vanish. I'm not sure if they had it in their inventory still when I was in the instance.

...he just stands there and looks at it.

He has mining skill 0 (so, not disabled, just no skill in it) and a final mining rate of 3.8%. If I set him to mine he just stands there.

Guessing his rate is being rounded down to "literally zero".
