Every so often we get visitors from other colonies. They mill about, inspect the defenses, and most importantly, they eat. They eat our fine meals, they eat our nutrient paste, and they eat it at the table with our colonists.
We're being hospitable. We're putting them up and feeding them under our own roof. Shouldn't this improve relations between the colonies? Say, +1 for every meal eaten or something like that. The whole relations system feels very stilted and pecuniary... relations aren't all about money.
