Bugs / [No Bug!] Shooting-Skill drops over time

Hey!
One of my people (Shooting-Skill 15) is loosing skillpoints over time (only him). 3-4 points every few seconds. Is there any new factor that is causing this or is it really a "bug" ?
EDIT: Maybe because of his "dumbness"? He's loosing Melee-Skillpoints too, but no points in Artistic (maybe because it isn't involved yet?)

Bugs / Stockpile-Food + Dispenser [usability]

If I have a stockpile where food should be stored, the cook won't take that food to the dispenser. So I cannot store food properly and it have to be on the ground.
Either my food have to be everywhere or
in a stockpile but not in the dispenser.
Am I doing something wrong?
