A mod to bring back the old toxic fallout where the animals killed by toxic buildup were butcherable.

Does anyone know if such a mod exists? How to go about making such a thing?

Basically, what I'm thinking of is a mod that would add a medical bill that would, when done, pull up a UI that would allow the user to select a new hair style and color for the colonist. The bill would require a haircare products resource, require extremely little work, and would not cause the colonist to be anesthestetized. The hair care products would be crafted from a small amount of xerigium. Anyone seen or heard of anything similar?
