I began a new colony after the B18 update, no mods.
I started with a wood fueled stove, and that seemed to work fine. Later, I built an electric stove (but did not deconstruct the wood stove), and it seemed to work fine.. at first.
My wood stove had all bills removed, so it was empty. The electric stove had "Make Fine Meal" do until 20, drop on floor; and "Make Simple Meal" do until 30, drop on floor. So far we had only had meat available, so simple meals were made. Once the rice harvest came, things got weird.
My chef (11 cooking, incapable of hauling) put 2 bear meet on the stove. She then went and got 3 elk meat and put it on the stove, and took the bear meat off. She then went and got 5 rice, put it on the stove, and took the elk meat off. Put the bear meat back on. Took the rice off. Put the elk on. Took the bear off. Put the rice on- ect. She was caught in a spaztic loop of taking things on and off the stove. Thinking it was the 3 ingredients causing the glitch, I forbid the bear meat. She went and got 5 elk meat from the fridge, and proceed to spaz out again, switching between the 5 rice and 5 meat on the stove. If left to her own devices it would have gone on forever. I restarted the game. When I returned, she was still a tornado of ingredients. No help.
I suspended the Fine Meal. That didn't fix it. She went and got more ingredients, and continued to put things on and off the stove.
I suspended both bills, and made new bills at the wood stove. She left, and was able to cook with no issue on the wood stove, both fine and simple meals. odd....
I went back to my original setup to see if the problem was fixed.... it wasn't. She went back to her strange behavior.
Someone recommended I try forcing her to cook. Oddly enough, as soon as I prioritize cooking on the electric stove, the glitch seems to stop, and she goes to get fresh ingredients and it works just fine.
Somehow, after that, it stopped occurring for a while. She was able to cook on the electric stove of her own accord. One day, out of the blue, I noticed her spazzing out again. She was caught in the loop. I prioritized the cooking and it worked again. Problem temporarily solved.
Days later, another pawn was trying to cook on the same stove and glitched out the same way again. I had to do the prioritization trick to get her to work properly too.
So it has occurred 3 times, with 2 different pawns, all at the same stove at random intervals. No idea why or how but it seems to plague my current play through.
