Help / Mod help/suggestions needed.

I'm very new to modding anything, even rimworld (As in, I've made one successful XML mod and that was editting a megaspiders XML, so nothing difficult)
I've had many idea's for mods, never anything I've made come to fruition but I'd like to give this one a try and I'd massively appreciate any suggestions and especially help, even just as far as saying what I can do with XML and what I'll need dll's/assemblies for (Which are currently totally out of my depth, im learning XML still)

The idea basically is editting first and foremost the existing ship structures to have uses seperate from building a ship, such as the sensor cluster functioning as both a ground penetrating sonar and a world map radar (Combining the two existing buildings into one) or the reactor to have far higher power generation and some battery storage as well to compensate the sheer cost and research to get one.

I'd love to eventually have a far more expensive AI core that "optimises" your base (Increasing all battery storage in the power network its connected to, or increasing all power users power efficiency, or creating a permanent mood buff similar to a positive psychic drone/the emanator, or adds a certain % research speed boost) as well as more structures added that are just for your bases themselves that would be high end tech (mid/late game)

I'd again just appreciate any help or tips for modding and art or suggestions for functions or new buildings, I'd also love to know any programs you recommend for the art or programming (I do have notepad ++ but thats about it)
