(Full disclosure, I am using a fair number of mods but I'm pretty sure that all elements involved in this report originate from Vanilla and Royalty. EDIT: The Wiki appears to corroborate this as occurring in the unmodded game.)
Replication:
1. Have a psycaster who has the Word of Joy power and is capable of using it.
2. Get a quest that gives you a temporary colonist from another faction present on the map.
2. Cast Word of Joy on the temporary colonist.
In my game, it resulted in a -31 faction relations hit from the temporary colonist's faction. While it technically does result in a temporary -20% consciousness, it's generally considered a positive ability in total. It doesn't make much logical sense for a faction to get upset over it, especially if the quest asks that you keep the colonist happy. If this is WAD for balance reasons, perhaps a warning prompt should display when attempting to use Word of Joy on a member of a different faction, as the interaction is not exactly something a lot of players would intuit.
