After 3,4 years of ingame years I at some point realized that I hadn't seen a raid site show up in ages. Something that I could confirm by looking through my quest history. Looking back there is a buggy quest that I think might be related to the issue, but I cannot say for sure. I completed(?) the quest by accepting it and clearing the compound but I did not receive the clue and after that I just kind of ignored the relic quest for the rest of the game. I recently fixed the quest by deleting the bugged quest through dev mode and then generating a new relic quest. This did not fix the raid site issue however.

I only use a few mods: Hugslib, Map Reroll and beautiful Outdoors. I have all the DLC installed. As for actions that might have triggered this bug I've no idea. But I did make some adjustments to my ideology through dev mode (adding altar object and removing a precept).
