I have only one colonist with a high enough royal rank to have permits and trade with the empire. This colonist is incapacitated, but still conscious, due to a shattered spine.
When trying to use a permit, the game tells me I cannot because the colonist is unconscious, which isn't true. Either the message should say the permit cannot be used because the colonist is incapacitated, or an incapacitated colonist should be able to use permits.
Secondly, empire trade caravans come to my colony automatically but I cannot trade with them as my only colonist with a high enough royal rank is incapacitated. Therefore the empire should not send trade caravans to my colony in this situation.
