This is a problem that is plaguing a lot of activities; like in hunting, people keep waltzing in front of a shooter to kill something else. That modification of the AI is pretty necessary.

We already can undo brain damage of some sort. Of course, you need a master surgeon and ospital facilities; I see no harm in letting a future surgeon fix brain damage.

I think that before having bionic limbs, you should have prosthetics (peg leg, hook), then advanced prosthetics (wodden leg, mechanical grabber) and then bionics. Also You will need something like a surgical theatre (and a competent colonist in medicine) to implant them. A lot of research for it.

The main problem, for me, of the "zerg rush" of pirates, is the total unrealism. You are a pirate, you want to steal from someone weak, to gain a profit; if you have to kill someone in the process, so be it. You are not a professional soldier (well, some character are but that's not the point). Charging toward a MG nest is unnerving even for the most seasoned war veteran, but yet they come, bullets in all limbs, and destroy the automated turret. How come? They should be pis*ing themselves to approach it, and run for their life. And I won't even talk about mortar fire.  :o

Bionic implants. Not upgrades. So If you have a surgeon (medicine 10+) and the right research done, you can give the leg back to the colonist that lost it. Or the arm; or you could reduce brain damage. Having useless colonist die of starvation is quite sad.
