Where excatly is the error coming from?

*this is from the A11 nappa mod that I been using... but it finally bothered me enough to dig though the xml to try to find the errors.

The only problem is with the refinery overriding the default refinery. but other than it, it works for A16 after some fixes on the time thingies.
