mrdandd, try to update your graphic drivers. This issue is known to happen when alt-tab but it's the first time I see someone having this problem at the start of the game.

I've tried the savegame and I got the error too.
While I was writing this post I finally managed to figure out the cause after an hour of testing. Looks like when colonists give up and leave they don't reset the bill like when they are killed. Reporting to Mantis now. https://ludeon.com/mantis/view.php?id=1649
To get rid of the error, cancel the unfinished sculptures near the table or deconstruct the table.

This looks like a mod related issue, I have never encountered problems releasing prisoners. You may want to look in the mod's threads if someone is having a similar problem, update your mods and maybe report the issue to the mod author.

Try updating your drivers. I'm not sure why this happens but maybe is related to what Zipko said. Sometimes a notification of some kind can popup changing the focus of the game for a moment.

I've read your post a couple times now and I'm not able to completely understand what happened.
