can confirm that i am having the same issue on 1.3.3076.
Luckily, there is a dev tool that allows you to allow the ritual to be celebrated on that date, so while this issue is not patched you can use that.
under "debug tools", look for "trigger date ritual"

is there a way (mod or otherwise) to disable the "Development Mode" button ?
ever since i found about it, the game has become easier to cheat whenever i find myself in trouble
lacking medicine really bad and dont want to lose colony ? just pop some few
being raided by more enemies than i can handle ? max habilities, create some power armors and sniper rifles

and i don't want that! the game is losing its fun whenever i do that :/

i don't know if this was suggested or not, but one thing i would love to create is air ducts, which would allow me to place the AC/Heaters in one spot and direct the airflow to rooms in my base
