Thank you for the bug report, and welcome to the forums. Can I please ask if the Wind Turbine you are trying to repair is within your Home Zone? Since colonists will only repair stuff inside the Home Zone. (and your video shows you have the auto-expand home one option switched off).
If it is, then can you please post a save game file so that this issue can be investigated further.

@ landerbui13 - (I'll more-or-less just repeat what I just said in another such thread). As NolanSyKinsley says, you might be able to edit the save files with a text editor, but that's another topic altogether (and best asked in General Discussion rather than Bugs).
I'll lock this now since it's not really a bug (or at least not an unknown/unexpected one), and it appears to be resolved.

@ Slan - Yes, as NolanSyKinsley says, saves between 1275 and 1276 are not compatible (or at least not AFAIK). You might be able to edit the save files with a text editor, but that's another topic altogether.

@ Walk - As NolanSyKinsley says, your problem is to do with recent changes that were made to the A15 test build. There are likely to be several new test builds for A15 until it is officially released, and so there is a fair to good chance that saves from an older build won't be compatible with a newer one. So if you get errors while trying to carry-over saves between test versions, then incompatibility between test those versions is the most likely cause.

@ alxddd - As CannibarRechter says above, can you please confirm precisely which version of A15 you are trying to load this save file with, and which version of the game was the save file created with.
A15 is currently an unstable test build, so it is probably more likely than not that you will encounter problems continuing A15 saved games if you update to a new test version between playing sessions.

Can anyone having this problem while playing the vanilla version please post a save game file so the issue can be investigated further. If the file size is too big even after compressing it, then you can use a cloud storage service such as Dropbox or GoogleDrive (or Mega or Depositfiles etc. if you find those options ore convenient).

Can I please ask at what percentage value does your joy bar stop going down at? (if you mouse over the joy bar and the percentage value appears as a pop-up). There is no "Incredibly joy deprived" moodlet, so if you have seen that in previous games you've played then it probably came from a mod. In vanilla, there are 3 levels of negative joy moodlets AFAIK-
"Joy deprived" - 29-16%
"Very joy deprived" - 15-0%
"Totally joy deprived" - 0%
I will move this to mod bugs for now. If there is a vanilla bug that can be reproduced then I (or another moderator) will move it to the bugs section. Also, is it possible for you to please post a save game file where this bug is happening? Since that would really help a lot in confirming a bug (and/or vanilla bug).

@ Mendel - As DariusWolfe says, it is by design that turrets no longer (as they did prior to A14) target mad animals or manhunter packs etc. I will lock this thread now since this is not a bug, but thanks for the report all the same.

Is there a changelog for the experimental builds somewhere?
There will very likely be a summarised change log when A15 is released, and maybe a link given to the full changelog (there was one for A14, but it's not a given there will be one for A15). But until then there will probably only be snippets of info regarding changes, especially if they are minor changes between test builds.

Thank you for the report. I haven't tested A15 myself, but if I understand correctly, 1272 saves are not compatible with 1273, mainly due to the drug policy system getting reworked.
