Yes, Raw food is essential to taming, If you click on an animal and go into their information screen ( the little white i button) You can find what type off food they eat.

A male rabbit, a female rabbit, and a male tortoise. I didn't even know I had to use food to tame. That might be it

My colonists won't tame animals, to test it, I locked them all in a room with an animal designated for taming and I constantly had the "3 colonists idle" notification.
