and just to be a tiny bit more helpful, this is the windows batch file I use to run MY drmfree rimworld

".\RimWorld1557Win.exe" -savedatafolder=SaveData

in the same folder as the rimworld1557win.exe,
and it does create and use the data into the savedata folder next to the rimworld exe

it should be exit the game, make the changes in the files, then load the game (and maybe start a new game playthrough)

I think what you want might be quantum cooling, I remember this in a16 as a cooling device that did not need an outlet and could be set to a specific temp, do not know if it has been updated,
another thought is just to change the amount of heat emited to a negative number

have a look at rikki's fishing mod, it has been in the last couple of aplhas as a mod and works well for me, it has five differet fish, harpoon and fishing rods and rare treasures from the deep (and even fish farming)

it could be that the mod has a empty folder above the folder that actually has the mod inside it.
mods sould have one folder containing an 'about' folder (with the about.xml) a 'defs' folder with the deinition xmls and other folders as needed by the structure of the mods (you can get an idea of the folder layout from the 'core' mod
