I assume you looked at the save file to come up with that. That's not where you should be looking. Look at the defs instead.
What you need is in Mods>Core>Defs>PawnKindDefs. You can look at the xml files in those folders to see how to create a PawnKindDef, which is basically a "blueprint" for a Pawn.
You won't be able to specify names there, but that will let you create types of Pawns that you can spawn with the dev tools. That will be a good starting point for you, at least.

Whenever I download this mod and put it into the mod folder, it doesn't work. Make sure you do not have an extra folder in there. In the Mods folder you should have the "Zombie Apocalypse" folder, and if you click into that one you should see the About, Assemblies and Defs folder. If you have done that properly, make sure you go to the "Mods" menu and activate the mod.
Once it's activated, make sure you create a new planet and then create your new colony on that planet. If the mod is working, when you get into the game "Zombie Virus Active" will display at the bottom right of the screen while you are in a game.

I really wouldn't recommend learning LUA as a first language because it behaves so differently from programming languages. Python is a good first language to learn, but I would disagree that it's a better first language than C#.
C# really is a great language to start with. There are a ton of resources online that you can learn from, and if your interest is in making games Unity is a great reason to choose C#. You could pick up Visual Studio Express (free) and follow along with some tutorials online. Google is pretty much all you need to learn any programming language.
As for sites, http://www.codecademy.com is a nice site where you can learn the basics of a lot of different languages. It doesn't have C#, but it does have a lot of popular web languages. If you spend a few hours doing the Javascript course you should have a good idea of whether or not you will enjoy programming as a career.

2) Download Zombie Apocalypse.
3) Right click on the .7z file, select 7-Zip > Extract Here.
If you follow those steps and it doesn't work then you did one of the steps wrong.
