As the title implies, it seems like scenario doesn't apply Forced Traits and Forced Health Conditions, at least in my case. You can see two examples on the first two screenshots, and next three are proofs that it doesn't work.

When I use Russian language as an interface language most of the English interface text (that was not translated) looks like this (with weird unicode diacritical signs).
