How do I check if developer mode is on or not?

I looked through the save game xml but didn't see it. Is it elsewhere?

Please let me know if this is the wrong place to post.

Where would I search in the code to find the list of options allowed in developer mode?

Goal: Instead of having to place terrain one 'pixel' at a time I would like to create a terrain brush.

Terrain paint brushes would be nice. Sizing similar to how the mine it all brush works but would allow you to paint in rivers, mountains, trees, etc.
