I've tried this but cannot reproduce it, can you provide a logfile and more details about which structures and which floor you removed? Maybe this is something specific to structure and floor type.

Have not been able to reproduce this, altho there are some hospitality quests with prisoners that send prisoners from a space ship in orbit. These can be traded freely as they do not belong to any faction, which seems correct.
