My researcher researched Passive Cooling, put 247 work into Smithing, then just stopped. I removed all his other work priorities and "1 colonist idle" popped up on the side of the screen. I can't prioritize Researching to force him to do it, so I have no idea what to do.

Hi,
just the dumb question, does you maybe cancel the research project and don't got an active project currently ?
Beside that i maybe would blame "Prison labor", try to deactivate that and check if it helps.

Btw. the log show
"Mod Androids has incorrectly formatted target version 'Unknown'. "
this mean's it isn't installed right, maybe just the wrong filestructure.
Same for
Mod Necromancy,Mod ZephLib

So I started a new game with a bunch of new mods and eventually one of my colonists began refusing to construct and cook. He actually went suddenly idle on his way to grab some meat, and was then refusing to tame animals.

I disabled Prison Labor in its mod settings, restarted the game, entered and resaved the world, disabled Prison Labor in the list of mods, entered the world, saw everything was broken, saved and re-enabled Prison Labor in the mod list, re-entered the world, then the problem was fixed.

Curious.
You should report that behavior at the prison labor topic too.
