DLC and Mods Missing.

Upgraded from royalty to ideology, had a sudden game crash mid play. Reloaded the game, and now all the DLCs and existing mods are missing from my game. I've uninstalled and reinstalled the game, cleared all the mods out of the workshop folder, all to no avail. D: Please help.
