disabling skill decay

Does anyone know how to disable skill decay? I've looked through the relevant .xml's which I could find, but I don't see anything about it.

it would have to be a dll mess around with the core game as its rooted deep.
Skill decay doesn't reduce bellow level 10 anyways and people dont need much above that.
Im not you will be able to get a mod for this im afraid.
