Controlling priority - what is it?

In the priorities, between Patient and Wardening, is Controlling. 

I just started my first colony in Alpha 9 and I don't understand it.  I did a search, and couldn't find anything referring to it.  I've yet to notice a colonist doing anything that would pertain to it.  Perhaps it's too early in my colony.

Controlling refers to colonists flipping switches to turn power to equipment on and off. If you click the power off button on a turret, then manually tell a colonist to do it (select colonist, right click turret), you'll see Control referenced, I think, in the option you can select.

I saw that, but I guess I don't understand how it's used.  I haven't seen any of them turn anything on or off.  How would this be utilized and when?

In A9, you don't have direct control over anything except the power switch (and that's subject to change, pending what Tynan thinks). So, say, you turn off half your turrets to conserve power. When you go to turn them on/off, a colonist has to walk over and manually activate it now. Your "god hand/mouse" doesn't immediately turn it on/off.

When you toggle power, there is a faint "light switch" that appears over the object and then a "controlling" colonist will come switch it on or off. You can prioritize anyone with 1-4 priority.

Me? I just set everyone to priority 1, which makes the whole thing kinda moot in the first place. Also, the button switch thing is instant, so it kinda renders switching things with colonist moot as well.
