Is this a bug or do i suck in base design

I built a base wich is now in 10.780 and its not that bad, but i get a extremly high buff +20 for my colonists have low expectations :/
What is wrong?

Update: thats why, but i didnt change anything since last save. It occurred when i loaded the savegame.
