Mysterious milk...

I'm confused by the whole milking thing. I have a cow (insert The Simpsons joke here), and she is well-fed and healthy. I see her 'milk fullness' level go up to 100%, and along comes my animal handler (skill level 9) to milk her. He stands by her for a bit, and walks away. Her 'fullness' goes down to 0, but... no milk. Is there supposed to be milk every time? there's no 'milking failed' message or anything. Am I doing something wrong? I've watched this happen 3 times now, and I'm really confused.
