Being walled up and having your pets wander outside when either a. there's toxic fallout, or b. you're trying to make it through a siege. really sucks.  Yay, just lost all my animals because they decided to wander outside (Even though their owner was drafted). If the owner is drafted, can't you make the pets "Drafted" I mean, they have "Obedience" training, they should be able to "sit" and "stay"

In those times, I have an 'Emergancy Animal Area' designated that I switch the animals to in order for them to NOT go outside in deathly cold/poison fallout/Siege conditions. :)  Once drafted, depending on the animal, they either move to your side or like in a case of a lama will pace back and forth right next to you I've noticed.  I also usually 'lock the doors' and hope the enemy doesn't have blasters so people do not wonder outside themselves. This will ALSO block the pets from doing this.
It matters not if we win or fail. It's that we stood and faced it.

Make a Zone for the animals, They will abide by that. As for the animal obedience, any animal with that will stay near their master, which if he's outside attacking/being attacked, so is the animal in question.
Claims to know most things.
