I have looked everywhere to see if anyone else has encountered this and couldn't find anything. The launchpad is completely missing from my building section and I checked the research tab and cant find it there either thinking it may have needed to be researched.

Nope, you just make a stockpile around your trader beacon now :) No launchpad needed.
Check out BetterPower+ and all its derivatives by clicking the picture below.

It adds many new methods of power generation and uses for it, as well as other things such as incidents.
