Sadly I don't have the save anymore, but I can describe it in some detail: I had 3 adult golden retrievers who were assigned to my home zone, which spanned the whole base, the freezer and the outside. Additionally, there were 2 Golden Retriever puppies, also assigned to the home zone.

My freezer contained raw human meat, some raw animal meat and cooked simple meals. Now while the adult Golden Retrievers had no problem eating the raw meat or the simple meals, (sometimes?) I got the "animal is starving" warning for the puppies. The solution for this was to assign them from the large home zone to a special animal area only covering the freezer. They would then go there and eat like nothing happened.

No idea how to reproduce this, but maybe this helps if something like that cause concern in the future.

I think it's caused by the fact that animals look for food only within a certain radius. This radius has been changed after the A13 release, so this will hopefully solve the issue with starvation of tame animals. And without a savefile it's hard to tell what was the exact reason here.
