More accurately, Tynan removed that ability many alphas ago so people couldn't exploit late game raids by taking bionics off dead raiders.

The "bound to the genetics" bit is just sugar coating for dealing with an exploit.

nothing is destroyed, you need to enable operation's tab on corpses to extract bionic parts, it also will take few additional steps to prevent issues, like specialized bill used for corpses only.
