Strictly carnivorous animals like cats, wargs and cougars normally only eat raw meat and corpses. But they also have 'meals' listed in their diet, and they don't care what was used to make the meal. A meal containing only potatoes keeps them fed.

I just did some googling and while cats can eat cooked vegetables, it's generally unhealthy for them and they become obese. Their digestive tract is not suited. Dogs may be another matter because they have been domesticated for long.

I propose that all strict carnivores are limited to raw meat, corpses, kibble, and meals where meat was an ingredient. Meals already keep track of their ingredients so it shouldn't be hard to change. The reason is that the workaround makes feeding carnivores trivial in extreme biomes. It's less interesting.

While we're at it, Polar Bears should be strictly carnivorous. There are very little plants in the land of eternal winter. Even if that's a bit of an exaggeration, it would make the bears more distinct.

I should also note that I've seen a cougar consume a haygrass plant, but I was playing on fast and didn't save in time to capture it.

Not sure about it, it adds extra complexity, and meals dropped by raiders or bought from traders don't have any ingredients, hmm... I'd like Tynan to take a look at it.

This is a complex issue, so I've moved it to Mantis.

I will say it seems a bit bug-like, but a fix might add some unwanted complexity and unclarity.
