I noticed that after first winter local ecology does not recover except on fringes of the map. Even in places your colonists never go everything die.

Basically everything die under snow, probably because of life time of plants/trees. I would suggest stop increasing plant age when they  are under snow, may be not for all plants, but for north type of plants.
On a note, In north Russia I was originally from many crops are sow in autumn. North pf Russia has very short summer, so crops sown at autumn even grow a bit before get covered and protected by snow. Some times they die at spring, but mostly because of frost after snow is gone, because snow provide a good protection for plants.
