Zhentar is the next best thing to a developer on these matters (in my judgement) and they already stated there was nothing obvious sticking out. That's about as definitive as it gets absent any direct evidence of a bug.

Did you interpret 50% aiming as 150% aiming? 100% is normal, less than 100 means they will be worse than normal, and above 100% is better than normal.

Same for the other things; Work speed to 150% is a 50% increase to normal workspeed, workspeed to 50% would mean things take ~twice as long.

You've mixed up speed and time. More speed = better. More time = worse. The stat is 'aiming time', not aiming speed. So 50% aiming time means the pawn will get the shot off faster than usual. The careful shooter trait gives a pawn +25% aiming time which makes them take longer to shoot.
You're correct about the work speed.
