Alcohol/drug bingers use other drugs (mainly malaria blocks)

When one of my colonists were bingeing on alcohol, smokeleaf, or anything else. they went straight for my malaria block, dossent matter wich is closer to the colonist.
the colonist binges propperly after you "try to arrest" them, but draft and undraft the arrester

recreate: have a (not to) miserable colonist, smokeleaf(or other drug) and malaria block. the colonist might start a binge...

@ziggy451 - Thank you for the bug report. This is a known issue that has already been reported. As such I will close this thread since it is a duplicate.
