[0.17.1528] Addicted Prisoners Will Attempt Drug Binge Without Drugs

I have a prisoner in my prison cell that was addicted to Alcohol and Ambrosia, and he tried to do an Alcohol binge even though he can't access any as he's been stripped before capturing. Alas, I intended to report this earlier and just remembered, after he finished his binge, but I did manage to get a screenshot which I intended to post, and it can be found attached. I don't recall any binge attempts in Alpha 16.

Steps to Reproduce
1) Spawn any pawn
2) Give them addictions
3) Down them, and have a colonist capture them
4) Wait for them to attempt a drug binge
