[A17] Roads, settlements, factions don't depend on seed

I'd expect that.
AFAIR, settlement position was defined by seed in A16.
Edit: removed rivers. they are fine

Thank you for the bug report. I just checked A16 and settlement location does appear to be based on the seed, which is not the case for A17, which I also just checked (roads are new to A17 so obviously nothing to compare in the regard).

As to whether or not this is a bug only the devs will know. Since maybe the roads are supposed to be randomised, and if settlement location is linked to the road placement to some degree or other (which from what I can tell seems to be the case), then settlement location is no longer going to be fixed based on the seed but on the (random) road layout.

But as I said only the devs know for sure (or at least I can't remember seeing any comments on this from Tynan) and the above it just my educated guess. So I'll leave this open in case it is a bug (and/or to get confirmation of WAD if it's not).

2 worlds with the same seed should be identical. But this most likely won't be fixed for A18, because we wanted to make A17 saves compatible with A18. Thanks for reporting.
