You could do it in many paper-and-pencil roleplaying systems.  GURPS and Palladium's system both immediately come to mind.  Rifts would also be immediately adaptable.

Hell, you could do it using the Deadlands system (which is actually surprisingly flexible), or even Call of Cthulhu .
