(for modders) Genericize Psychic Emanator Soothe

It would be really cool if the psychic emanator soothe wasn't hard-coded to this one building, but allowed for any building or any effect (via XML) on pawns in range. This would allow many different types of buildings to be modded. Here's a couple off of the top of my head:
- Sustenance Field, which reduces nutrition needs while in its effect
- Energy Field, which reduces sleep needs in its radius
- Horrible Monstrosity Food Replicator, which pawns can slowly extrude nutrient paste at, but which gives a negative mood while in its radius
