Royal can try to initiate speech when downed

I have a royal who has bad brain damage to where whenever she has more or less anything wrong she's bedridden. Every few days I'll get a "Speech From the Throne" message by said royal only to have it be immediately cancelled. I imagine this isn't intended behavior.

If it effects anything, this royal has her throne room as her bedroom as well, which might lead to some part of that behavior? I can't recall seeing this happen with other royals when they're downed.

Nobles should ALWAYS try to hold speeches when downed and bleeding out.
