Low FPS

Good day. I have a problem that on versions 1.1 / 1.2 / 1.3 / 1.4 the fps in the game does not rise above 25, even in the game menu. BUT At 1.0 it is 60+ frames. How to solve this problem?

The most popular methods that I tried:

-Increased processor multi-threading
-Installed popular optimization mods (Perfomance fish, Rimthreaded, etc.)
-Changed the game resolution
-Fiddled with the integrated and discrete card (as I understand, Rimworld does not consume GPU resources)
-Remove mods and DLC
-updated drivers
-did not play with a large settlement
-changed game launch parameters

I have a 2012 laptop. Processor: Intel i5-3210M 2.50 GHz. Video card-Intel HD graphics 4000

That's Really a good question. I'm also having issues with FPS rate. The strange part is that it depends on what part of the map am I looking at. And there's no any correspondence I've noticed with the amount or type of items that is located on that screen. The game lags for a few minutes (with dramatical FPS drops down to 1 frame per second) in some particular map area and then it just passes to normal state.
