Rimatomics problem

Hello,
I'm trying to insert fuel rods into the reactor. Ithink need a Storage pool to do so. But I can't really do anything with the storage pool, as it only allows me to allow fuel rods, and that's it. The manage tab is completely empty! Is this normal? Am I missing something?
